Targets for Fiscal Year 2005

I. Develop High-grade Agriculture and Upgrade International Competitiveness

A. Improve facilities of agricultural research and extension stations and speed up agricultural technology R&D. Install agricultural technology parks and promote agricultural upgrade and transformation. Promote agricultural digitalization and accelerate agricultural know-how accumulation and dissemination.

B. Promote integrated regional agricultural development demonstrations and establish market-oriented industry value chain. Develop intensive health food agriculture while stressing safety and economic efficiency at the same time. Promote fishery internationalization and make Taiwan a major fishing nation and open global markets. Establish high-efficiency and high-value livestock product systems and enforce animal protection to upgrade Taiwanˇ¦s international image.

C. Promote modernized and electronic marketing and transportation for agricultural products and improve efficiency. Enhance international marketing for agricultural products and upgrade international image and recognition of Taiwanese products.

II. Develop Safe Agriculture and Protect Interests of Consumers

A. Improve the safe supply system of agricultural products, reinforce chemical residue monitoring and inspection, implement sanitation inspection of slaughterhouses, and upgrade credibility of quality certification to safeguard interests of consumers.

B. Improve the animal and plant health inspection and quarantine systems, reinforce quarantine of agricultural imports and verification of place of production, extend quarantine perimeters, prevent animal and plant diseases from overseas, and enhance disease outbreak control, notification and prevention to maintain safety for the people, animals and plants in Taiwan.

III. Develop Leisure Agriculture and Upgrade Rural Life

A. Give rural regions a new look, diversify fishery management, promote leisure agriculture and fishery, build electronic systems for leisure agriculture and fishery operations, develop original local specialties, and create rural employment opportunities to encourage the rural population to stay.

B. Develop forestry tourism and bring in private investment and management to upgrade tourism.

IV. Develop Eco-agriculture and Promote Sustainability of Resources

A. Reduce numbers of ranches and promote recycling to raise pollution prevention efficiency. Promote correct fertilization and elevate farmland effectiveness. Encourage no-fishing days with incentives to protect offshore fishery resources. Improve irrigation on farmland to maximize agricultural water use efficiency.

B. Enhance forestation and sustainability of forests and maintain bio-diversity. Promote full-scale mountain management, hazard prevention and environment beatification, and accelerate post-disaster rehabilitation and reforestation to safeguard national land. Reconstruct botanical gardens to maximize their multiple functions for research, education and leisure.

V. Improve General Development of Agriculture and Upgrade Life of Farmers and Fishermen

A. Promote life-long learning for farmers and build quality agricultural manpower resources. Improve rural life quality and set up production support systems to mobilize rural communities.

B. Guide fishermen groups toward sustainable management and enhanced services. Improve agricultural financing system, install agricultural banking outlets nationwide and maintain agricultural financing order.

C. Promote international agricultural cooperation and Cross-Strait agricultural exchange to expand agricultural development.

D. Conduct agricultural and fishery welfare and aid and enhance public-guided administrative services to upgrade agricultural policies.
