“National Fisheries Conference” Closed Successfully, Contributing to Future Fishery Development

While the fishing industry is facing difficulties with rising international oil prices and decreasing aquatic resources, Council of Agriculture, Executive Yuan, convened the National Fisheries Conference on 12 August at National Training Institution for Farmers Organizations. Total 220 representatives from fishery industries, government officials and academic professionals circle have participated in the meeting.

Before leaving for his visit to the Central and South America, President Ma has attended in person this Conference and delivered a speech, in which he expressed his respect to the fishing industry and fishermen in Taiwan for their contribution to improving the country’s diplomatic relations by actively participating in related region-wide tuna fish international associations in form of a “Fishing Entity”.

President Ma also showed great concern on the various problems faced by Taiwan ’s fishing industry and its development in future. In the meeting, he requested the Council of Agriculture to help solving these problems. President Ma also indicated that, since he took over as the President of the Republic of China in Taiwan, he has demanded the Executive Yuan to implement various measures to assist fishermen, such as incorporating fuel for fishery vessels into the coverage of government subsidies, expediting the clean-out of harbor silts, approval to expand the areas of onshore accommodation facilities, raising the price valuing standards and lifting of the ceiling limit for purchase of fishing vessels, etc. All these measures are implemented to cope well with the problems in managing the fishery business.

According to the Council of Agriculture, Premier Liu was also invited to make a speech at the closing ceremony of the conference. He indicated that he would request relevant departments of the Executive Yuan to develop detailed plans, execute the plans and monitor the progress based on the four major project themes agreed in the conference, i.e., “Forge an industry with efficiency and competitive advantages”, “Provide affluent, high-quality and safe aquatic products”, “Enrich the human resources for the fishing industry” and “Improve the welfare for fishermen”.

The Council of Agriculture also indicated that, after a full-day discussion, quite a number of practical measures have been worked out to fully accommodate to the need of the industry. All these measures have been incorporated into a summary report for the National Fishery Conference, of which the most important ones are summarized as follows:

Agree with a three-year postponement for loan repayment under the fleet-size reduction program and provide subsidy to cover the related operational costs for deep-sea fishing vessels; so as to encourage deep-sea fishing activities.
Continue with the purchase plans for fishing vessels/fishing rafts; expand incentive programs for fishing suspension.
Improve the dredging of waterway and harbor area; guide the transformation of under-utilized fishing harbors and facilitate diversification use of fishing harbors.
Expedite the construction of aquaculture area facilities and seawater supply system.
Develop the fish breeding and broodstock cultivation industries; actively explore the ornamental fishery industry.
Improve the sanitary condition in fish markets and coordinate related professional entities to enhance the inspection capabilities in terms of product quality or sanitary conditions, so as to ensure the safety and freshness of fishery products.
At the afternoon meeting, Minister Chen of the Council of Agriculture has made an honest and in-depth discussion with the participants of the meeting. Fully aware of the importance to maintain ecological balance and protect the oceanic environment on earth, all the participants have signed up a joint declaration in the meeting, which was submitted to the Premier accordingly. It was declared that, while performing fishing in sea, the fishermen will ensure that they are going to collect and recycle the usable wastes and plastic bottles, etc. and donate the income to the less advantaged groups, so as to protect the oceanic areas. The declaration has received a big applause from the participants.

To conclude, the Council of Agriculture commented that, the policy development and implementation for fishing industry should be conducted by fully accommodating to the demand of the industry. Integration of opinions from the industries, government and scholars will greatly contribute to elevating the effectiveness of the government administration. Through the National Fishery Conference, the government has fully grasped the directions for industrial development, as well as the necessary measures to be taken. The government will be committed to the reformation in future, as well as the implementation as to lead of relevant policies. In the process of policy-making, the government will also listen carefully to the suggestions of the fishermen and people at the basic level, thereby facilitating a multi-faceted government administration and leading the fishing industry of Taiwan to move toward a new milestone.
