1. COA drawn up the "Agro-biotechnology Park Establishment and Management Regulation," and revised the "Fishing Harbor Law," "Livestock Law," and "Plant Seed and Seedling Law."

2. The "Agricultural Research Institute Establishment Regulation" was approved by the Executive Yuan.

3. The COA participated in the 2004 Lake Hamana International Flower Show held in Japan's Shizuoka Prefecture, and received the "Gold Appreciation Award."

4. The COA began using a color-coding approach for vaccine purchase proof stamps.

5. The COA revised the "Agricultural Experimental Research, Education, and Extension Personnel Incentive Regulations."

11. The COA conducted 225 basic and advanced Internet skills training classes for farmers.

12. The COA held explanatory meetings concerning the "Farmers' Association Evaluation Regulations."

13. The COA improved 2003 service inspections of 15 irrigation associations throughout Taiwan.

14. The COA established a fire ant control team.
