1. The COA revised the "Farmers' Association Law" and "Fishermen's Association Law."

2. The COA held a panel discussion on the development of farming and fishing in northern Taiwan; Premier of Executive Yuan, Yu Shyi-kun, and Former President Lee Teng-hui gave special speeches at the COA's invitation.

3. The COA organized the participation of various agriculture groups and companies in the " 2004 Taipei International Foods Show."

4. The COA participated in the "Hong Kong International Travel Show," held presentation on Taiwan's recreational farms, and won the Good Taste Award.

5. The COA sent delegates to Geneva to participate in the 24th WTO special agricultural negotiations conference.

8. The COA revised Article 14 of the "Regulations Governing Loans to Assist Farmers to Purchase Farmland" in order to promote larger family farms.

9. The COA held the "6th National Water and Soil Conservation Volunteer Convention."

10. The COA promulgated the "Outstanding Agricultural Renewable Resource Recycling Performance Award Guidelines."

11. The COA drawn up the "Taiwan Provincial Irrigation Association Chairman and Association Affairs Committee Member Evaluation, Reward, and Punishment Regulations."

12. The COA promulgated the type C and D slaughter sanitation inspection marks and marking methods.

13. The COA participated in an international conference on biotechnology held in San Francisco.
