Chapter 3: LOHAS Agriculture-Creating a new image for rural villages

(1) The COA continued to improve leisure facilities and environment of rural villages, while better integrating agro-tourism websites. We also worked to establish a friendly, comfortable rural village tourism environment and encourage tourism operators to establish links with other industries. To spur the development of Taiwan’s agricultural tourism, we promoted the LOHAS cuisine trips, stress-relief tours, and the flowers festival railway travels in East Rift Valley. In addition, schools were encouraged to arrange related field trips, increasing the numbers of weekday visitors.

(2) The COA promoted the establishment of flatland forest recreational areas, while improving and maintaining national forest trails and their related facilities. To educate young people about the proper way to treat wild places, the COA established a Leave No Trace forest movement curriculum and provided it to schools. We also performed construction and improvements in national forest recreational areas and nature education centers, reviewed forest recreation area barrier-free facilities and equipment, worked to maintain the forest ecotourism environment, and set up a forest ecotourism development strategy.

(3) To enhance local fishing villages, planning and construction were performed for improvements to fishing port equipment and retail spaces. The COA completed the contract bidding process for yacht berth construction and contracted out construction of a fishing platform at Badouzih. The COA performed regional construction and improvement projects at recreational fishing villages, while also providing guidance to localized fishermen’s associations to plan out tourism itineraries and produce promotional materials.

(4) The COA promoted the development of high - quality agricultural products such as tea, rice, wines, bamboo charcoal, and aquatic products. Farmers’ and fishermen’s associations submitted a total of 400 agricultural products, from which the COA chose 100 products from 79 associations to create catalogs for enterprises and supermarkets as the gifts for Chinese New Year. In addition, we held 12 events to introduce these high-quality products to the community and corporate firms for group sales. Also, the COA strategically partnered with Wellcome Markets to sell agricultural products at their high-end Jasons Market free of slotting fees.

 The government has budgeted NT$24.2 billion for excellent agriculture plans during the 2009-2012 period. By 2012, the value of high-quality agricultural products covered by this plan are expected to rise to NT$134.9 billion from 2008’s NT$93.4 billion. Healthful Agriculture projects, using both safe production and management measures, will make up NT$74 billion of that total. Excellent Agriculture’s biotechnology innovations, orchids, grouper, ornamental fish, seeds and seedlings, and breeding stock are estimated to reach NT$28.7 billion, while LOHAS Agriculture will earn NT$32.2 billion. These three programs will create 53,000 new employment opportunities, spurring prosperity in the farm and fishery villages and increasing farmer income. Agriculture will no longer lead to mere subsistence, but become a value-added industry that will lead Taiwan’s agriculture sector towards a new milestone.
