1. Held the third Presidential Agriculture Awards ceremony.

2. Cold February weather caused NT$159.76 million in crop damage and resulted in NT$224.926 million in losses for fishery. The COA announced agricultural disaster relief aid and low-interest loans for Hsinchu County and low-interest natural disaster relief loans for pear farmers in Hsinchu County.

3. Revised Articles 4 and 18 of the Regulations Governing Fees for Animal and Plant Quarantine.

4. Revised the Guidelines and Regulations for Fishing Vessels Weighing 100 Tons or More Fishing for Tuna or Swordfish in the Pacific, Atlantic, and Indian Oceans and promulgated additional laws concerning deep sea fishing vessels.

5. Revised the terms of quarantine for fresh betel nut imported from Thailand.

6. With the Ministry of Finance and the Ministry of Economic Affairs, the COA requested approval from the Executive Yuan to continue automatic duty rate reductions for wheat, wheat flour, corn, and soybean flour.

7. Revised Phase three of incentives encouraging Taiwanese to work on fishing vessels.

8. Drew up incentives to encourage garlic farmers to harvest garlic sprouts.

9. Sent representatives to take part in the WTO’s Doha Development Round of agricultural negotiations.

10. Results of the nationwide “Charming Villages, Happy Planting” promotion were announced.
